February 05, 2010 Gov. Declares Statewide State of Emergency Due to Approaching Winter Storm Gov. Joe Manchin has declared a statewide State of Emergency due to the winter storm that is reaching West Virginia at this time. Through the next two days, the storm is predicted to drop large amounts of wet snow in the northern and eastern panhandle areas and a mixture of ice and snow across West Virginia.

The College Foundation of West Virginia (CFWV) was launched today by First Lady Gayle Manchin and Higher Education Chancellor Brian Noland with help from students at Capital High School.
