Jan. 13, 2009 - CHARLESTON, W.Va. -- Gov. Joe Manchin presents this year's recipient of the State Employee Suggestion Award with a check and a certificate of recognition.  This year's honoree is Opal Keebaugh (pictured holding check beside the governor), who is an employee with the state Division of Motor Vehicles.
